Abstract

The analysis shows that the main goal of project management is a radical change in the culture of government. One of the acute unresolved problems in the implementation of the project approach in public administration is the need to establish the degree of responsibility for the non-execution of projects. It is also necessary to establish the normative fixing of the possibility of adjusting the goals, objectives, and, if necessary, the tactics of the project when new partners are connected to it. We believe that the widespread introduction of the large-scale digital technological transformation for modern electronic services developed in the unified federal center of state administration into the process of establishing a project approach will allow us to optimize the timing of solving project problems and increase the efficiency of communications between project participants.
